First Responder Consultants

First Responder consultants support first responder focused programming on the DOTS and MO-CORPS grants. They work closely with these teams to implement the SHIELD training, which focuses on occupational wellness, overdose response, and resource referral for first responders across the state. Additionally, they assist with curriculum customization for first responder audiences.

    Christopher Roush works full time as the Battalion Chief of EMS & Special Operations for Springfield Fire Department, where he manages the EMS program and facilitates both patient direct Naloxone administration and leave-behind overdose prevention programs. Chief Roush has a passion for patient-centered education and working with community partners to improve quality of life for the population he serves. He also brings some lived experience along with 14 years of service EMS and firefighting.

    I’m simply a small person with a rather large personality and a die-hard mission to shift the perception of individuals with substance use disorders, so that we as a society can offer the compassion and resources that I needed during my harrowing years of substance use. This partnership hits close to home for me, because I am alive and thriving today as a direct result of the collaborative efforts of law enforcement, first responders, and the court systems.

    My name is Jenna Strickland. I’m a person in long-term recovery.

    Currently, I am a reentry case manager at Benilde Hall, trainer for MCB, and a consultant trainer for first responders on Narcan and Harm Reduction for MOCORPS! God opened up some amazing doors with the MOCORPS training to help educate and advocate for those that are experiencing the same struggle I personally went through. I am grateful to get to utilize my personal experience to end the stigma and provide hope.

    Jeff is a certified peer specialist and person in long term recovery who has a background in recovery supportive housing, hospital care coordination for OUD, and outreach coordinator with an SUD treatment center. He passionately takes a non-judgmental approach to help those suffering with substance use disorder and mental health find a better quality of life. As a harm reductionist for MO CORPS Jeff uses his lived experience to conduct SUD trainings for first responders.

    I retired from law enforcement after serving over 20 years as a sworn peace officer in three states, this included serving as a Chief of Police for over a decade. During my career, I have served as an instructor for police academies and as an adjunct instructor at the university level.

    I serve with several organizations in working on criminal justice reforms - mainly in the areas of drug policy reform as well as the culture change and training of police officers.

    Mickey Hill has been with CJCFPD for 21 years and has over 25 years' experience in fire and EMS service. Mickey has been in the Community Paramedic division of CJCFPD for 7 years. Mickey is a licensed Community Paramedic in the state of Missouri and is certified in CIT in the state of Missouri. Mickey Also runs the Emergency Medical Technician course for CJCFPD and has been an instructor for 20 years.

    Wife, mother of 3, Grand-Mother of 8. Retired after 30 years in EMS and Hospital Emergency Preparedness. Active now as a member of the fire department as a PEER support advocate and community / State CERT programs. I enjoy anything outside. When weather is cooperating you can find me working in the yard and feeding Chickens.

  • Marc Doll, BSN, RN, EMT-P, DOTS+Mobile First Responder Instructor

    Marc Doll BSN RN, EMT-P is the EMS Bureau Chief for the City of St. Charles Fire Department and a 31-year veteran of the Fire and Emergency Medical Services. Marc leads the EMS Bureau at the City of St Charles Fire Department. He had spent over 15 years as a flight paramedic for St Louis Children’s Hospital Neonatal & Pediatric Transport Team and a repatriation paramedic internationally. He holds a Bachelor of Science in EMS from Missouri Southern State University in Joplin and a Bachelor of Science in Nursing from Maryville University of St. Louis. He obtained Magna Cum Laude in both of these programs. Chief Doll is a first responder trainer for DOTS+Mobile.
